Andrew Ngui is an MIT-trained innovation leader and Prosci-certified change practitioner. He translates complex technology into viable organizational systems and leads teams to build the trusted, scalable processes required for technology to deliver durable value. As the City of Kansas City’s first Chief Digital Officer, Andrew focuses on diagnosing the human and operational challenges that hinder effective public service delivery. He drives technology adoption that aligns with these realities, ensuring technology meets the needs of the people who use it. He directed the city’s AI policies to guide responsible deployment and partnered with data leadership to accelerate the unification of standards. His recent work with the Bloomberg Philanthropies City Data Alliance and the GovAI Coalition focuses on refining use cases for AI in performance management and data-enhanced decision-making. Andrew mobilizes experts to execute high-impact solutions, ensuring that innovation is not just technically sound but organizationally successful.
